Special Meetings and about Public Participation

Special meetings are scheduled for many different purposes.

Finance Meetings are scheduled to build the budget for the year, to alter the budget, to discuss financing of projects, and any other reason that involves the spending of public funds.

Public Hearings are scheduled to present items that need public input such as presentation of the Final Budget, review of Ordinance changes (Code or Zoning),and to present information on projects for public comment. Public Hearings can also exist for other reasons but generally they exist for public knowledge and comment.

Work Meetings are scheduled for the Council to work on various issues. This maybe the development of new ordinances, revising existing ordinances, committee work, planning and development of plans for implementation of Village improvements are just a few of things that may be done at these meetings. No decisions are made during a work meeting just suggestions for the Regular Council Meeting to decide if they want to take action, All work meetings are open to the public.

Public Participation in meetings – The only meetings that have scheduled public participation elements are the Regular Monthly Meetings and Public Hearings. Finance and Work Meetings do not have scheduled public participation elements. The Council may choose to open the floor to public comment during these meetings to seek public views but they are not required to. Finance and Work Meetings are sessions on which discussion and proposed decisions are made. No final decisions are made at these meetings. The results of these meetings and their proposals must be presented to the Public at a Regular Meetings or Public Hearings.

If you wish to address the Council during the public participation portion of a meeting you need to recognized by the presiding officer of the meeting, and then state your Name and Address before speaking.

    What does the Treasurer do?

    The Treasurer’s responsibility is to maintain and keep the financial records of the Village.

    • Weekly – keep accounts payable up to date, record and make deposits, check payroll entries for accuracy
    • Monthly – balance checking and savings accounts, prepare checks for payment, file invoices, file state and federal withholding tax, prepare reports for the month, prepare budget amendments as they arise, attend regular and special council meetings, submit balance of funds and review all checking account transactions for the previous month with the clerk
    • Quarterly – prepare quarterly tax reports
    • Yearly –  prepare village property tax statements, collect taxes July to September, roll delinquent taxes to the county tax roll, send final budget to the State Treasury, prepare and send new budget to the state, prepare and file Act 51 report, prepare for and complete the final yearly audit with the Auditors and Clerk, close out the accounts payable for the year and organize file for the next year.

    The Treasurer has also kept the financial records for all grants the village has received.
